Line symbology is periodically checked by automated programs to verify consistency.  Attributes produced by the Ramsey County Records and Revenue Department such as names, taxpayers, values etc., are not created or managed by GIS personnel.  This information is extracted separately and in most cases joined to the graphical GIS parcel data set. This data set has 
not been verified by GIS personnel.

Since this point element not intended to create topology, logical consistency regarding topology does not apply.  
The points are generally centered on the parcel regions.  There is a general one-to-one relation between parcel ownership and parcel points.
