Abstract
This data set contains parcel regions.  In 1986, parcel regions [PARREG] were digitized from hand drawn 1:2400 half and 1:1200 quarter section maps.  In 1995, the parcel data layer was converted to ArcINFO format and held in the ArcStorm data base.  Parcels were converted in 2005 to an ESRI ArcGIS GeoDatabase.  

Computed parcel region information was integrated into the parcel data layer by utilizing calculated positions derived from coordinate geometry programs.  Line features include parcels, road right of way and major easements.  The parcel boundaries (points, lines and polygons) represents property descriptions (legal descriptions) and land ownership.  Parcel Line is used to construct polygons. Polygons represent individual tracts or parcels of land (now called ParComp).  One or more polygons form Parcels (formerly known as Regions), which represent parcel ownership boundaries.  A twelve character property identification number (PIN) is assigned to both polygons and regions.  The PIN is used as a primary link to county tax and assessment data.

Attribute Accuracy
Attributes held within the GIS graphical data base are entered by GIS personnel utilizing manual or semi-automated methods.  Check plots are produced periodically to verify the consistency of the source data.
Logical Consistency
Graphical elements are topologically clean.  Over shoots and undershoots are not permitted. Parcel gaps and overlaps are analyzed in a case by case basis.  Generally boundaries conflicting in position by less than 1 foot are dissolved into a single line giving precedence to Senior and Junior property boundaries.

Horizontal Positional Accuracy
Digitized information is generally ± 7 feet; some areas have been found to be ± 30 feet.  COGO (coordinate geometry) accuracy generally is ± 1.0 foot.

PROCEDURE:  This layer contains a combination of digitized parcel information and parcel data rectified utilizing positions calculated with COGO programs.
