Welcome to Ramsey County’s Community and Economic Development/Housing and Redevelopment Authority web page. CED receives federal entitlement Community Development Block Grant and HOME Investment Partnership Program funds that are reinvested in suburban Ramsey County. Our goal is to improve the quality of life for our citizens by working with our partners to revitalize communities, maintain our existing housing stock, expand homeownership and affordable housing opportunities, and encourage job growth. We’re pleased we can make a variety of federal and local resources available to county residents, businesses, property owners and developers.
The Ramsey County Housing and Redevelopment Authority (RCHRA) was established by the Ramsey County Board of Commissioners in April 1993 under Minnesota Statutes Section 469.004. Members of the Board of Commissioners also serve as the RCHRA Board. Programs sponsored by the RCHRA are available in suburban Ramsey County communities; the RCHRA may make non-federal programs available in the City of Saint Paul. For example, the HRA administers the County's Housing Endowment Fund and its Environmental Response Fund.
The Ramsey County Manager’s office provides executive and related services for the RCHRA under a joint powers agreement. Community and Economic Development administer federal funding and locally initiated programs. Staff ensure that federal funding is spent in compliance with program rules and regulations and recommends funding awards and policies to the Board.
