Ramsey County is pleased to be able to offer home purchase financing to make suburban homeownership more affordable. The programs are available through local lenders on a first-come, first-served basis. Both programs offer no interest deferred second loans that are not repayable until the home is sold. FirstHOME is available to low- and moderate-income, first-time buyers who are purchasing homes in Ramsey County communities outside of Saint Paul.
Opening Doors is Ramsey County’s neighborhood stabilization purchase and rehabilitation program available to buyers with higher incomes willing to purchase and live in foreclosed and vacant homes in target area neighborhoods.
