Ramsey County's Environmental Response Fund makes a huge impact from a small investment

Ramsey County’s Environmental Response Fund (ERF) has had to go into hibernation until the state legislature acts to reinstate it. However, Ramsey and Hennepin Counties in concert with private companies and non-profit organizations are working aggressively to educate elected officials about this valuable resource. Applications are currently being accepted for the May 1, 2013 grant round.

Income Limits for Ramsey County HRA Programs Fall

Effective December 11, 2012 (12/11/12) the income limits for participation in a number of Ramsey County programs have fallen. Income limits apply to buyer assistance, housing rehabilitation and weatherization programs. Ramsey County residents, new home buyers and service providers should be aware of the 30% decrease in Twin Cities Area Median Income (AMI) as they consider eligibility for some of the federally funded assistance programs.

FirstHOME Program Funding

Ramsey County Housing and Redevelopment Authority (HRA)/Community and Economic Development (CED) is pleased to announce that the FirstHOME Buyer Assistance Program is back in business. FirstHOME funds of about $350,000 are available in the fiscal year starting July 1, 2011.  Fund commitments are make on a first-come, first-served basis.

FirstHOME has been used by 225 first-time homebuyers since it began in 2000-a program investment of nearly $2.5M.

During this time, there have been dramatic shifts in the real estate market and in the economy overall. The FirstHOME program is changing to reflect the changing marketplace:

  • The maximum assistance available per property is reduced to $10,000 to enable greater participation despite fewer funds being available.
  • Income Limits have also fallen slightly
