CDBG and HOME Applications Due March 5th

Communities, developers, property owners, service agencies and others seeking gap financing for local projects in suburban Ramsey County may apply for federal housing and urban development funding through the county’s HRA. Projects must benefit low and moderate income populations. These funds augment countywide rehabilitation, energy conservation and buyer assistance programs. Funds have been used to provide acquire/rehabilitate and re-sell foreclosed properties, invest in affordable rental units, support job enhancement and tenant assistance.

Neighborhood Stabilization and Foreclosed Properties

Ramsey County’s foreclosed property efforts are converting foreclosed houses into affordable, “move-in” ready homes for families. The first property at 1455 Larpenteur Avenue has been sold. Three homes are currently being rehabilitated and will be on the market this spring. Drive by these properties and if you’d like more information, contact us. Buyers who are especially interested may be able to lock-in a purchase and select colors and finishes. Properties are located at:

  1. 1885 Arcade Street, Maplewood
  2. 2603 Spruce Street, Little Canada
  3. 5551 Turtle Lake Road, Shoreview

Funding is available for buyers of foreclosed properties in targeted suburban locations. Down payment assistance as well as rehabilitation funding to make liveability improvements is available to eligible buyers on a first-come, first served basis. Environmental Response Fund

Applications for ground clean-up/brownfields remediation will be accepted in May. Up to $450,000 will be available for projects that remove hazardous contaminants from the soil to make redevelopment of the site possible. Since the program began in 2005, funding has been invested in twelve different projects ranging from the clean-up of the Maxson Steel site in Saint Paul to the Northwest Quadrant in New Brighton. Redevelopment will result in new housing, businesses and jobs. Environmental Response Funds are generated by mortgage registration and deed transactions.

Public Notice – Recovery Zone Facility Bonds
Ramsey County is no longer accepting applications from local units of government within the County as authorized by the American Recovery and Reinvestment Act of 2009 (ARRA).  The Board has authorized all current allocation authority.  However, please continue to monitor this site for any updates or to see if any allocation authority is returned to the County.  Detail, application, worksheet and instructions
