The Metropolitan Council—which serves as the regional planning agency for the seven-county metropolitan area—requires all Twin Cities’ counties and municipalities to review and update their Comprehensive Plans at least once every 10 years per Minnesota Statute 473.851 – 473.871 (“The Metropolitan Land Planning Act”). Comprehensive Plans describe how the local community intends to incorporate the Metropolitan Council’s plan for the future as described in its Regional Framework for 2030, which focuses on growth forecasts and land-use related regional systems including aviation, transportation, transit, parks and open space, water quality and water management. The Metropolitan Council reviews local comprehensive plans to determine their conformity with metropolitan system plans, consistency with other adopted plans of the Council, and compatibility with each other.
The State Statute also requires local governmental units and school districts be given an opportunity to review and comment on proposed local comprehensive plan updates. Although Ramsey County has no jurisdiction regarding land-use planning, the County has a significant role in related issues such as public works, transit, solid waste planning, parks and open space.
The draft Ramsey County 2008 Comprehensive Plan (“Plan”) is now under review by the local jurisdictions. The Plan is divided into nine independent documents including an appendix, which are listed below. Comments on the Plan are being accepted through Friday, November 14, 2008. The Ramsey County Board of Commissioners will act on the Plan in December, after which the Plan will be submitted to the Metropolitan Council no later than December 31, 2008.
