The following is provided for informational purposes to political committees operating within Ramsey County. Affected persons should refer to Minnesota Statutes, Chapter 211A, Ramsey County Ordinance 97-480, and St. Paul Municipal Code, Chapter 28 - Campaign Contributions for complete information.
Political Committees
Committees operating in support of or in opposition to any of the following must register with Ramsey County Elections:
- Ramsey County candidates
- Ramsey Conservation District candidates
- City of Saint Paul candidates
- Saint Paul school board candidates
- Ramsey County ballot questions
- City of Saint Paul ballot questions
- Saint Paul school district ballot questions
Registration Requirements
Political committees supporting Ramsey County or Saint Paul school board candidates or ballot questions must file a statement of organization and an initial campaign finance report within 14 days after receiving funds or making expenditures in excess of $750.
Political committees supporting City of Saint Paul candidates or ballot questions must file a statement of organization and an initial report within 14 days after receiving funds or making expenditures in excess of $100.
Reporting Ramsey County Activity
The committee must file a report by January 31 of each year following the year when the initial report was filed. Additional reports must be filed in the year when the candidate or ballot question being supported appears on the ballot.
- Pre-primary: July 30
- Pre-election: October 22
- Post-election: December 2
- Year End: January 31 of each year until final report is filed
Information to be Reported
The campaign financial reports must contain the following information:
- Activity reported up to five days before the report is due
- Summary of all contributions received, whether cash or in-kind, during the reporting period
- Summary of all expenditures made during the reporting period
- Names, address, employer, or occupation if self-employed of persons making contributions of $100 or more in the aggregate during the calendar year, the amount of the contribution, and the date the contribution was received
- Names of persons to whom expenditures were made, address, the purpose of the expenditure, the date of the expenditure, and the amount of the expenditure
