View Campaign Finance Reports
Campaign finance refers to the means by which money is raised for election campaigns. As campaigns have many expenditures, ranging from the cost of travel for the candidate and others to the purchasing of air time for TV advertisements, candidates often spend a great deal of time and effort raising money to finance their cause. According to government statutes and rules, candidates are to disclose this information to the public.
The following is provided candidates and committee treasurers for informational purposes only. Affected persons should refer to Minnesota Statutes, Chapter 211A and Chapter 28 of the St Paul Legislative Code for complete information.

Political Committee Information
Statement of Organization/Initial Campaign Finance Report
Treasurers for committees must file a statement of organization and an initial campaign finance report with Ramsey County Elections. This must be filed no later than 14 days after the committee receives contributions or makes expenditures that equal or are greater than $100 for St Paul city candidates and committees and $750 for all other candidates and committees.
Candidates and/or committees must file periodic campaign financial reports once the initial campaign finance report is filed. All reports are filed with Ramsey County Elections.
Reporting Periods
Reports must include information on contributions and expenditures made up to five days before the report is due. In 2010, reports are due on the following dates: January 31, July 30, October 22, and December 2.
Information To Be Reported
- The campaign financial reports must contain the following information:
Summary of all contributions received, whether cash or in-kind, during the reporting period
- Summary of all expenditures made during the reporting period
- Names of persons making contributions of $50 or more (for St Paul city candidates) or of $100 or more (for all other candidates) in the aggregate during the calendar year, address, employer, or occupation if self-employed, the amount of the contribution, and the date the contribution was received
- Names of persons to whom expenditures were made, the purpose of the expenditure, the date of the expenditure, and the amount of the expenditure
Contribution Limits
St Paul candidates and their committees may not accept contributions that exceed $500 in the aggregate in 2009. All other candidates and their committees may not accept contributions that exceed $300 in the aggregate.
Prohibited Committee Transfers
Candidates for city and school district offices may not accept transfers from a principal campaign committee (such as a committee established for a candidate for a state office under Minn. Stat. Ch. 10A)
