2014 Campaign Finance Information


Political committees (including committees registered with the Minnesota Campaign Finance Board) report to Ramsey County Elections if contributions are made to candidates or political committees from jurisdictions listed below.

New political committees
All political committees are required to file campaign finance reports with Ramsey County Elections when they exceed $750 in a calendar year in campaign contributions to and/or expenditures for candidates and committees within the jurisdictions listed above.  Upon filing the following two forms, you become registered with Ramsey County Elections.  This registration stays active until the committee files a final report.  

  • Registration and Statement of Organization
    Due within 14 days after the committee exceeds $750 in a calendar year in campaign contributions to and/or expenditures for candidates and committees within the jurisdictions listed above.  Updated statements must be filed any time there is a change in committee information (except liquid assets).
  • Initial report
    One-time report due within 14 days of exceeding $750 in a calendar year in campaign contributions to and/or expenditures for candidates and committees within the jurisdictions listed above.  This report opens a committee account with Ramsey County Elections.  If this report has been previously filed, it does not need to be filed again unless the committee closed its account with Ramsey County Elections in the past and therefore must open a new account.

Registered political committees

  • Pre-primary report
    Due 10 days prior to the primary, if one is occurring (August 1, 2014).
  • Pre-general report 
    Due 10 days prior to the general election (October 24, 2014). 
  • Post-general report 
    Due 30 days after the general election (December 4, 2014). 
  • Year-end report 
    Due on January 31 of each year (February 2, 2015 as January 31 is a Saturday).
Reports and forms due if contributions are made only to candidates not on 2014 ballot or to political committees in support of or opposition to candidates or ballot questions not on 2014 ballot
  • Year-end report 
    Due on January 31 of each year (February 2, 2015 as January 31 is a Saturday).
Ending filing requirements with Ramsey County Elections

Committees actively filing with the Minnesota Campaign Finance Board can end filing requirements with Ramsey County Elections at any time by marking the report cover page as "final report."

Committees that file only with Ramsey County Elections must meet the requirements stated in Minn. Stat. Ch. 211A.03 and file a final report with Ramsey County Elections as notification that the committee is dissolved. 

  • Final report 
    A committee may file a final report when all debts have been paid and all assets in excess of $100 in the aggregate have been disposed of. Filing a final report closes the committee account with Ramsey County Elections and ends all reporting requirements.  For laws governing disposal of assets, see Minn. Stat. Ch. 211A.13 and Ch. 211B.12 subd (6)
Reporting period for all reports

The reporting period is from the day following the last reporting date on the previously filed report up to and including the fifth day before the current report is due, except that the year-end report for Saint Paul City or School Board activity must cover all transactions made up to and including December 31 of the previous year. 

Information to be reported for all reports
  • Summary of all contributions received, whether cash or in-kind, during the reporting period  
  • Summary of all expenditures made during the reporting period  
  • Names of persons making contributions of $50 or more in the aggregate during the calendar year, address, employer or occupation if self-employed, the amount of the contribution, and the date the contribution was received  
  • Names of persons/businesses to whom expenditures were made, the purpose of the expenditure, the date of the expenditure, and the amount of the expenditure
