Volunteering in Emergency Management


Ramsey County Emergency Management and Homeland Security's volunteer unit, Ramsey County Emergency Services (RCES) provides assistance at the scene of emergencies, natural disasters, and civic events. RCES members are uniformed volunteers who provide emergency communications, coordination of resources, planning and labor. RCES members also provide severe weather SKYWARN spotting services for Ramsey County and the surrounding metropolitan area.

Members also assist with maintaining and staffing Emergency Operating Centers (EOCs), District Communications Centers (DCCs), a Mobile Incident Command Center (MICC), and a Mobile Command Post (MCP). Members are trained to set up and staff local command centers in cities affected by disaster. RCES supports local and neighboring community public safety agencies such as law enforcement, fire departments, and EMS services with coordination, logistics, communication and staging at emergency scenes.

At major fire scenes, RCES members assist with the many resources needed, such as helping displaced persons, setting up mobile lighting, operating the Mobile Incident Command Center or the Mobile Command Post and operating generators for emergency power.

At law enforcement scenes, RCES members assist local SWAT Teams and their negotiators, crime scene investigation personnel and the Ramsey County Sheriff's Dive Team (SDT) with mobile radio/telephone communications, search & rescue efforts, evidence recovery, radio directional finding, and other technical needs.
