Continuation of Benefits (COBRA)

Federal law (often referred to as COBRA) and State continuation law require Ramsey County to offer employees and their families the opportunity for a temporary extension of coverage under a group health plan at group rates in certain instances where coverage would otherwise end.

The occurrence of certain events (called “qualifying events”) that would otherwise result in a loss of coverage, trigger the right of an employee, the employee’s spouse, and the employee’s dependents (who are each called “qualified beneficiaries”) to choose continuation coverage.  Each qualified beneficiary has an independent right to continue his or her coverages.  Qualifying events are:

  • Termination (voluntary or involuntary) of employment with Ramsey County), except for gross misconduct;
  • Reduction of employee’s hours (including an unpaid leave of absence);
  • A dependent child ceasing to qualify as a dependent under the terms of the County’s medical or dental plans;
  • The employee’s death;
  • Divorce or legal separation of the employee and spouse.
