Housing Crisis Response in Ramsey County provides housing services and support for Ramsey County families, single adults, and unaccompanied youth who are homeless or at imminent risk of becoming homeless.
Note: All efforts will be made to assist as many people as possible but the program does not have the resources to assist everyone who may qualify. If assistance is not available directly from Housing Crisis Response, all efforts will be made to connect with other community resources.
Families
The Homeless Prevention Program works to prevent at-risk families from becoming homeless. Participating families may receive financial assistance and case management services to resolve their housing crisis.
The Rapid Re-housing Program provides short-term financial assistance and housing advocacy services to families in Ramsey County currently residing in a homeless shelter. Rapid Re-housing can help families exit shelter as soon as possible by finding housing, then increasing and stabilizing income to retain housing stability.
Eligibility Guidelines
Prevention: Families who provide verification of imminent risk of homelessness, documentation of income at 30% AMI or less and, when applicable, who agree to pursue a plan that will resolve their housing crisis.
Rapid Re-housing: Families who are currently staying in a Ramsey County shelter, meet income qualifications, and are able to increase and/or stabilize household income to achieve a plan for self-sufficiency.

Youth Services
Services for unaccompanied youth up to age 20 include Homelessness Prevention for those who are at risk of homelessness or are doubled up in housing, and Rapid Re-housing for those who are currently experiencing homelessness. Services for unaccompanied youth may be able to do the following:
- Provide immediate problem-solving to help youth develop either a Housing Safety Plan or Housing Stability Plan and, once a plan is developed, link with the resources most likely to help the situation.
- Link youth with needed supportive services including those offered at the center or wherever youth may most easily access needed services.
- Provide case management to homeless and at-risk youth to promote progress on longer term stability and goals.
- Provide rental assistance to help youth move into an apartment or avoid eviction.

Single Adults
The Homeless Prevention Program helps single adults or couples without children, who are at imminent risk for becoming homeless, stay housed by providing financial assistance to those who qualify.
The Rapid Re-housing Program helps single adults and couples without children, who are staying in a Ramsey County Shelter or homeless in Ramsey County and have sustainable income, to find and obtain permanent housing. Rapid Re-housing offers financial assistance and limited case management services to those who qualify.
Eligibility Guidelines
Prevention: Single adults or couples without children who can provide verification of imminent risk of homelessness and documentation of income at 30% AMI or less.
Rapid Rehousing: Single adults or couples without children who are currently homeless and staying in a Ramsey County shelter or are otherwise homeless, meet income qualifications, and are able to increase and/or stabilize household income.
Appointments are needed and must be scheduled through the Housing Screener.
