Lake Owasso Residence (LOR) is a residential facility serving 64 people with developmental disabilities. LOR is operated by Ramsey County and is assisted by volunteers and community members in offering special services and opportunities to adults with developmental disabilities.

We provide licensed residential services for persons with developmental disabilities that ensures 24 hour program services and quality of life. Our individualized treatment and training plans are designed to increase independence while strengthening relationships and community involvement. We encourage and promote person centered decision making for programs and health care. In addition, we specialize our health care services to include medical services for the treatment, maintenance and support of ongoing and chronic health issues to prevent the loss of functional ability.

Our residential homes are located on beautiful Lake Owasso. We strive to provide dignified service and quality care in a homelike environment that is full of activity.

 

Our History

Lake Owasso Residence began its work as a tuberculosis "preventorium", a safe place to house children whose families were infected with the disease. Later, LOR became a home for children with developmental disabilities. In the 1960’s a new philosophy of community integration and involvement helped LOR transform to a home for adults ages 17-50, who have developmental and related disabilities. Today, LOR has eight one-level homes with separate bedrooms for each resident, a kitchen, Great Room and front and back patio areas for recreation. Standing on the original plot of land where it was established in the late 1800s, LOR has a new face and a new life. The campus-like setting provides central walking and biking paths and a huge yard for outdoor activities in addition to lake access with a dock for boating.
