Background
Ramsey County’s sexual violence prevention work has a timeline that dates back to 1976 when Sexual Offense Services (SOS) was founded. Sexual violence prevention efforts have been central to The Initiative for Peaceful Families and Communities in Ramsey County (The Initiative) since it began in 1991.

The Initiative was formed with the vision of community-wide action to prevent family, community and workplace violence. The Initiative develops sustained, effective responses to root causes of violence, promoting peaceful, healthy relationships through community partnerships. The Initiative has worked on a number of issues related specifically to sexual violence prevention, including child abuse prevention, media action, engaging men, sexual harassment prevention and other aspects of violence in the workplace. In addition, from 2004-2007 the Saint Paul - Ramsey County Department of Public Health convened The Saint Paul - Ramsey County Teen Pregnancy Project/Sexual Violence Action Team. The Action Team brought together a diverse coalition of people from the community interested in better understanding and addressing the link between sexual violence and teen pregnancy risk. While the Action Team no longer meets, the impact of its learnings and work is recognizable in on-going efforts to prevent teen pregnancy and sexual violence. | Initiative Summary (pdf)

Ramsey County Board of Commissioners 2008: Stopping Sexual Violence
Early in 2008 the Ramsey County Board of Commissioners (The Board) embarked on a process focused on stopping sexual violence and ensuring a healthy environment for all people in which they can grow and develop. In January the Board directed all Ramsey County departments to inventory the work being done by their staff to prevent, as well as respond to sexual violence of any kind. Each department conducted its inventory using a tool called “The Spectrum of Prevention” that was developed by the Prevention Institute, based in Oakland, CA. In March the Board passed a resolution related to sexual violence prevention in Ramsey County.
