Policy & Planning
The public health function of developing recommendations or solutions to public health issues is called policy development.  Policy recommendations are found in legislation, local ordinances, or program decisions.  Closely linkes to policy is planning.  Planning functions in public health include conducting community health assessments; monitoring health trends, collecting and analyzing health status data, and providing program evaluation.

Community Health Services Advisory Committee (CHSAC)
The Saint Paul - Ramsey County Community Health Services Advisory Committee (CHSAC) is a citizen advisory commimittee composed of Mayoral and County Board representatives that review the work of the Department of Public Health.

Public Health Strategic Plan 2008-2012
The Strategic Plan outlines the goals and core issues that will guide the work of the Saint Paul – Ramsey County Department of Public Health for the next five years.  The Plan was created with input from over 600 residents, public health staff, community partners, and the Community Health Services Advisory Committee.  The community is encouraged to work with the Department to improve, protect, and promote the health, the environment and the well being of people in Ramsey County. | Strategic Plan 2008-2012

Ramsey County 2030 Comprehensive Plan

2009 Business Recycling and Solid Waste Management Practices Survey
Since 1995, Ramsey County has had a telephone survey of businesses conducted periodically to determine reported participation in recycling programs, to assess solid waste management challenges, to measure results toward County outcomes, and to gain specific information for solid waste planning purposes.  Ramsey County has a strong history of measuring results associated with waste management, of which the business recycling and solid waste management survey has been a key element. The survey provides information on a variety of issues, such as trends on types of materials businesses recycle, challenges businesses face in trying to recycle, where they would go for information on buying recycled products, and how important in their business decisions is reduction of greenhouse gas emissions.  Many of the survey questions are repeated to help illustrate trends over time in waste management behavior.  Other questions are modified to help shed light on emerging issues.  The most recent business surveys were conducted in 2005 and 2007 (a residential survey is also conducted every other year, most recently in fall of 2008).  | 2009 Business Recycling & Solid Waste Management Practices Survey Executive Summary (pdf) | 2009 Business Recycling & Solid Waste Management Practices Survey Final Report (pdf) | For more information AskEH
