County Environmental Charge (CEC) Overview
The CEC is assessed on costs to manage waste generated in Ramsey and Washington Counties that is disposed as mixed municipal solid waste (also referred to as MSW or trash).   Ramsey County CEC | Washington County CEC

Hauler Rebate
The Counties have agreed to pay licensed waste haulers a per ton processing rebate for each ton of Ramsey/Washington County waste delivered to the Resource Recovery Facility or to an Alternate Facility Collection Point.  Hauler Rebate Overview (pdf) | Hauler Rebate Form (pdf)

If you haul municipal solid waste for hire in the 6-county metro area, (Anoka, Carver, Dakota, Hennepin, Ramsey and Washington Counties), you are required to obtain a regional waste hauler license from the county where your business is located (base county).  The license is called the "Regional Mixed Municipal Solid Waste Collection and Transportation License."  There are some additional situations where this license is required for other types of waste haulers - please consult with your base county office for more details.  

The cost of the license is $50.00/truck and there are no additional charges to add any of the 6 Metro Counties to this license.  However, we ask that you only request licenses from the Counties you know you will be operating in and add additional counties later as needed.

Note that cities and other counties may have their own license requirements to operate within their jurisdiction - please contact them directly for more information.
