JAIL GENERAL INFORMATION
The Ramsey County Adult Detention is a 494 bed facility that was opened in December of 2003. The Adult Detention Center is a pre-trial facility that books approximately 22,000 inmates a year. The average population per day for 2011 is 353. The average number of male inmates in custody per day is approximately 259. The average number of female inmates in custody per day is approximately 30. The average number of days an inmate spends in custody is 5.8.
The jail employs over 130 staff, including Deputy Sheriffs, Corrections Officers, Community Service Officers, Programmers, Sergeants, Lieutenants, Administrative Staff, and A Jail Administrator. In addition, the jail also employs Registered Nurses, Certified Medical Assistants, a Nurse Practitioner, a Doctor, a Dentist, a Psychiatrist, and Administrative Staff. The staff manages the health care needs of the inmate population. The onsite clinic reduces transportation costs and increases security.
The Ramsey County Sheriff’s Office is consistently dedicating efforts towards maintaining the highest standards of inmate custody and care. The Minnesota Department of Corrections conducts periodic reviews of the facility and finds it in compliance with all mandatory rules, standards, and operating guidelines.
GENERAL INMATE INFORMATION
General information regarding in-custody inmates may be obtained on line accessing the Booking Report or by calling the Adult Detention Center at 651-266-9350. The operator has limited information available for in-custody inmates only. Information released for in-custody inmates will be according to established guidelines in the Minnesota Government Data Practices Act (Chapter 13). Once an inmate is released no information will be available over the internet or by telephone.
PUBLIC VISITING HOURS AND GUIDELINES
Inmates wishing to receive a public visit must first complete a visitor list and then schedule the date and time of the visit. Inmates may only schedule one 20 minute visit per visiting day. All visitors must be listed on the inmate’s visitor list. No walk-in visits are allowed.
All public visits will be non-contact visits conducted via a video monitor located in the ADC lobby.
Ramsey County Adult Detention Center visiting is located at 425 Grove St. Saint Paul, MN. 55101 and the visiting hours are as listed:
Sunday 9:00-11:00am, 1:00-3:00pm
Tuesday 1:00- 3:00pm, 7:00-9:00pm
Thursday 1:00-3:00pm, 7:00-9:00pm
All Adult visitors are required to have a valid state or federally issued photo ID.
Visitors under the age of 18 must be accompanied by a parent or legal guardian.
All visitors must be appropriately dressed.
Public visitors will not be allowed to use cell phones in the visiting area.
Any infractions may result in the denial of future visits.
Any visitor that does not comply with ADC visiting guidelines will not be allowed visiting.
The Adult Detention Center reserves the right to end a visit before the end of the visiting time.

BAIL INFORMATION
Bail is payable at the Ramsey County ADC located at 425 Grove St. Saint Paul, Minnesota 55101. Bail will be accepted at the ADC lobby window 24 hours a day. Only cash for the exact amount of the bail is accepted (no credit cards, checks or money orders).

HEALTH CARE/MEDICATIONS
Health care for the inmates is provided by a 24 hour medical staff at the ADC. This includes the determination for treatment by health care providers.
If an inmate is under the care of a private health care provider, ADC medical staff will work with such providers to continue necessary treatment.
Inmates that receive prescription medication through a private health care provider may continue the medication if approved by ADC medical staff.
Prescription medication for an inmate may be accepted at the Adult Detention Center in its original prescription container.
Prescription eyeglasses or reading glasses may also be accepted at the Adult Detention Center. Please label glasses with the inmates full name.
INMATE PROPERTY
Inmate property may be picked up at the ADC public lobby window 24 hours a day.
If a person wishes to pick up an inmates property, the inmate must complete a property release form in advance. Only the person designated by the inmate on the property release form may pick up the property. The person receiving the property must present a valid state or federally issued photo ID at the time the property is picked up.
If an inmate is transferred to The Department of Correction, the ADC will hold the property for 90 days. Any items that are not picked up within those 90 days will be destroyed.
If an inmate is scheduled for jury trial, two sets of clothing will be accepted. Jury clothing may be exchanged on a one for one basis as needed.
The Ramsey County ADC will not accept any other property for inmates (mail, pictures, packages, food, etc).
INMATE MONEY
Money may be deposited for in-custody inmates at the Ramsey County ADC public lobby (425 Grove St. Saint Paul, MN. 55101). A kiosk is provided in the ADC public lobby for cash and credit card deposits. There is no fee for cash deposits. There is a $4.00 plus 4 % charge on all credit card deposits.
Money may also be mailed to the Adult Detention center via the U.S. Postal Service only. This money should be in the form of a cashier check or a money order only. The cashier check or money order should be made payable to the inmate.

VOLUNTEERS
Volunteers make a huge contribution to the ADC and inmate population. Approximately 50 volunteers from a variety of community groups visit the ADC on a regular basis to provide instruction and mentoring.
Upon request, Chaplains will provide spiritual counseling to inmates. Other volunteers provide educational opportunities and conduct meetings such as Alcoholics Anonymous, Chemical Addiction, Bible Study, Set Free, Teen Challenge and Salvation Army.
