Under Minnesota law, handgun transfers involve any sale, gift, loan, assignment or other delivery to another person. The transaction requires a permit to purchase issued by the police department in the city in which the recepient lives. The Sheriff's Office provides these permits for residents of Arden Hills, Gem Lake, Little Canada, North Oaks, Shoreview, Vadnais Heights, and White Bear Township.
The Minnesota Citizens' Personal Protection Act of 2003 requires all residents to apply for and have a valid permit in order to carry a handgun in public in the state of Minnesota. By statute, the Sheriff’s Office is responsible for managing all permits to carry in Ramsey County.
The Minnesota Citizens' Personal Protection Act of 2003 requires all permit to carry holders to renew their permit every five years. The Sheriff’s Office is statutorily responsible for managing all permits renewals in Ramsey County.
Where a firearm is carried or the way a firearm is stored or used could expose a person or a permit holder to criminal prosecution. It is the responsibility of the firearm owner to ensure their firearm is legally carried and stored.
State law requires permit holders to notify the Sheriff's Office of changes to their information or of a lost card. Failure to do so can result in criminal penalty.
