Environmental Response Fund Applications Due May 1, 2015

Ramsey County encourages the reuse of contaminated sites where the added cost of environmental clean-up presents a barrier to redevelopment. The Environmental Response Fund has provided assistance to 33 projects; 21 are located in Saint Paul.

The Ramsey County Housing and Redevelopment Authority is currently accepting applications until 4:30 p.m. on Friday, May 1, 2015 for clean-up of contaminated soil. Municipalities, non-profit organizations, housing and redevelopment/economic development authorities and private, for-profit developers are eligible to apply for project assistance that will result in jobs and new housing, including market rate rental properties. Projects must have an approved Response Action Plan.

Funds are generated by mortgage registration and deed fees collected when property transactions occur. Up to $850,000 will be available; however, preference will be given to projects located in Ramsey County suburban communities in order to achieve parity. Interested applicants are encouraged to contact Ramsey County Community and Economic Development staff at 651-266-8000 with questions.

FirstHOME Program Funding

Ramsey County Housing and Redevelopment Authority (HRA)/Community and Economic Development (CED) is pleased to announce that the FirstHOME Buyer Assistance Program is back in business. FirstHOME funds are available. Fund commitments are made on a first-come, first-served basis.

FirstHOME has been used by 225 first-time homebuyers since it began in 2000-a program investment of nearly $2.5M.

During this time, there have been dramatic shifts in the real estate market and in the economy overall. The FirstHOME program is changing to reflect the changing marketplace:

  • The maximum assistance available per property is reduced to $10,000 to enable greater participation despite fewer funds being available.
  • Income Limits have also fallen slightly
  • Ramsey County works directly with your lender to reserve funds

Ramsey County Consolidated Plan for Comment- The Ramsey County Portion of the 2015-2019 Dakota County Consolidated Plan is available for review and comment.  The 30-day public comment period begins April 5, 2015 and ends May 5, 2015.  A public hearing on the 2015-2019 Consolidated Plan will be held on May 5, 2015 at immediate following the Ramsey Board meeting in Room 220 Courthouse. All written comments received during this period will be included in the final plan.
