2015 CDBG/HOME Project Proposals Accepted through Feb. 27

Ramsey County Community and Economic Development is accepting applications for Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) funding through Friday, February 27, 2015. Funding recommendations will be presented to the Ramsey County Housing and Redevelopment Authority for approval in May 2015, and funding is expected to be available after the start of the federal fiscal year in July 2015.

Suburban Ramsey County communities and/or private for-profit and non-profit developers are encouraged to apply for funding for projects that principally benefit low and moderate-income households. In the past, funds have been used for affordable multi-family housing development, facility improvements and training. Ramsey County also invests funds each year into ongoing housing rehabilitation, weatherization and homebuyer assistance.

Input Needed for 2015-2019 Consolidated Plan

Community input is currently needed for the 2015-2019 consolidated plan Ramsey County will submit to the U.S. Department of Housing and Urban Development (HUD) as part of the Dakota County Consortium. The consolidated plan assesses the affordable housing and community development needs of suburban Ramsey County. The identified needs inform the use of HUD funds, including the Community Development Block Grant and HOME Investment Partnerships funds.

These funds are primarily available to organizations and local government. The estimated total funding per year is $1,000,000. 

To submit your input, please complete a brief online survey by Friday, February 27.

FirstHOME Program Funding

Ramsey County Housing and Redevelopment Authority (HRA)/Community and Economic Development (CED) is pleased to announce that the FirstHOME Buyer Assistance Program is back in business. FirstHOME funds are available. Fund commitments are made on a first-come, first-served basis.

FirstHOME has been used by 225 first-time homebuyers since it began in 2000-a program investment of nearly $2.5M.

During this time, there have been dramatic shifts in the real estate market and in the economy overall. The FirstHOME program is changing to reflect the changing marketplace:

  • The maximum assistance available per property is reduced to $10,000 to enable greater participation despite fewer funds being available.
  • Income Limits have also fallen slightly
  • Ramsey County works directly with your lender to reserve funds

COMMENT ON REGIONAL ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE

As part of our community's certification to affirmatively further fair housing with the US Department of Housing and Urban Development (HUD), we are required to undertake Fair Housing Planning. Responsibilities of Fair Housing Planning require:

1. An Analysis of Impediments to Fair Housing Choice (AI)

2. Actions to overcome the effects of impediments identified through the analysis; and

3. Maintenance of records reflecting the analysis and actions taken.

The AI posted at housinglink.org/FHIC is a review of impediments to fair housing choice in the public and private sector. We want your feedback and comments!

The comment period is from Monday, December 15th, 2014 - Friday, January 16th, 2015. Provide your comments on the draft by emailing fhicfairhousing@gmail.com.
